Business Finland vs ELY-keskus for AI R&D funding: which one is right for your project?
Business Finland and the ELY-keskus network both fund Finnish companies, but they answer different questions. Here's how to tell which one fits an AI project.

ELY-keskus offices fund regional business development — investments, growth, and smaller-scale development projects, usually without the R&D-uncertainty bar. What Business Finland actually funds
Business Finland is Finland’s national innovation funding agency. Its R&D instruments — the grant, the R&D loan, Young Innovative Company funding, Tempo — all share one filter: the project has to carry real technical or market uncertainty that the private market wouldn’t fund alone. For an AI project, that means a defined unknown — a model architecture that hasn’t been tried in your domain, a productization problem nobody has solved yet, a platform capability that doesn’t exist.
Ticket sizes run from tens of thousands of euros for an early feasibility project up past a million for a multi-year, multi-work-package programme. The application asks you to name the uncertainty, describe how you’ll test it, and justify the budget against a defined set of eligible R&D costs.
What ELY-keskus actually funds
ELY-keskus (“Elinkeino-, liikenne- ja ympäristökeskus” — Centre for Economic Development, Transport and the Environment) is a network of regional offices, not a single national body. Each region administers its own funding programmes, and what’s available can differ from one ELY-keskus to the next.
Broadly, ELY-keskus funding leans toward regional business development: investment support, development projects for SMEs, support tied to regional growth priorities, and in some regions, funding aimed at internationalization or digitalization steps that don’t need to clear an R&D-uncertainty bar. An AI project that’s really “we’re adopting AI tooling to modernize how we work” — a legitimate, useful step, but not R&D — is more likely to fit an ELY-keskus development grant than a Business Finland R&D instrument.

Ask three questions:
Is there a genuine technical unknown? If yes — you don’t know in advance whether the approach will work, and finding out is the point — that’s Business Finland territory. If the technology is understood and you’re deploying or adapting it, that’s more ELY-keskus territory (if it fits a regional programme at all).
How big is the ambition, and how big is the company? Business Finland scales to large, multi-year R&D programmes. ELY-keskus grants tend to be smaller and shorter, matched to SME-scale development steps.
Where is the company, and what does that region’s ELY-keskus currently prioritize? Regional programmes shift. A company in a region prioritizing digitalization or green transition may find an ELY-keskus fit that wouldn’t exist in another region.
Can you use both?
Yes, and companies sometimes do — an ELY-keskus grant for a smaller regional development step, and a separate Business Finland R&D grant for the genuinely uncertain AI work. They’re not mutually exclusive, but they’re also not substitutes for each other; using the wrong one for a given project either gets rejected (an R&D-shaped project submitted to a development programme that doesn’t recognize that scope) or wastes the opportunity (a development-shaped project forced into an R&D application it can’t honestly support).

ELY-keskus doesn’t require the same R&D-uncertainty case, but it also doesn’t fund at Business Finland’s scale, and eligibility depends heavily on the specific regional programme open at the time.
Does an AI project automatically qualify for Business Finland instead of ELY-keskus? No. “Uses AI” is not the test. The test is whether there’s a real technical or market uncertainty. An AI adoption project with no research question is not more fundable by Business Finland just because it involves AI.
Should I check with both before applying? Yes. Regional ELY-keskus programmes change, and a short conversation with the relevant office (or an operator who tracks both) is cheaper than guessing.
